The conscripted policeman who was shot by Chief Inspector Park (54) on August 25th was Donggukian, Park Se-won (21), majoring in Philosophy. General Student Council and approximately 30 students from the student council of the College of Liberal Arts opened a press conference to inquire a truth commission.

On August 25th, 4: 52 P.M., Park (21) was shot by the inspector at the military and the police checkpoint of Gupabal. The inspector, saying that they ate snacks without him, pretended shooting with a gun to three people, including Park, as a joke but indeed fired a live ammunition. Park was transferred to a hospital, but unfortunately, drew his last breathe.

The police booked the inspector on a charge of accidental homicide, for they do not have enough evidence. Doggukians and professors, asking for the truth on the death of Park Se-won (21), opened a press conference on August 27, 2:00 P.M.

Approximately 30 students, including General Student Council, the students of the College of Liberal Arts, and several professors assembled. At the conference, they requested the following: a truth commission for his death, an apology from Kang Sin-myung, the chief of the National Police Agency, a recurrence prevention policy, and a survey for the rights of conscripted policemen.

At the conference, they claimed, “There are many suspicions left to say that it was just an accident or a joke,” and added, “This is clearly a cruel treatment and a homicide in accordance to willful negligence.” It was discovered that the chief inspector had repeated the same joke several times in the past.

Park Mun-su, the chairperson of the Student Council of the College of Liberal Arts, cast a doubt by saying, “The decision of charging the inspector of accidental homicide is only an investigation for the organization.”
The students also said, “We enrage that no one is taking responsibility for his death nor is apologizing to Park’s family,” and continued, “We demand a truth commission and an official apology to his death.”

Kang Sin-myung, the chief of the National Police Agency, said as he came to Park’s funeral parlor at Nowon-gu, “A truth commission and the research on the actual condition for gun management will be proceeded thoroughly.” He then added, “Safety manuals and education programs for gun management will be supplemented as a countermeasure.”

Park is buried at Daejeon National Cemetery as a policemen who died on duty. Dongguk University prepared a memorial altar for Park at Manhae Hall and had a memorial service on August 30th
