The Chairperson of the Student Council of the Political Science and Diplomacy Major is rasing objections to the process of the meeting. When the third scheme was discussed, the attendance was lack of the quorum.

On September 10th, the General Representatives’ Meeting of the latter half of the year was held at the Main Auditorium of the Main Hall. This meeting was proceeded by the lead of Kim Jung-do, the Chairperson of the General Student Council (GSC) starting from the report of the GSC’s activities at the first half year. He said “We focused on the ‘brand’ of our festival. So, we decided to name our autumn festival as Baeksang Daedong-jae and Kkumkkiri Festival to make a difference with other universities' festivals. Also, flooring construction of Manhae Square, one of the main pledges I promised, will be started after the festival.” After that, deliberation of each department of the GSC proceeded without argument.
However, the General Representatives’ meeting’s biggest tasks were voting for three schemes such as voting rights of the associations of the College of Law, approval of the head of GSC’s department, and reforming the task force (TF) team for direct election system of president. According to the revised school law, voting for the scheme is allowed when more than fifty percent of the representatives of each college and major. However, only about 50 representatives attended the meeting while the quorum was 47.
The first scheme, the right to vote of the associations of the College of Law, was decided with 42 of favorable votes. The Chairperson of the Student Council of the Department of History Education stated “Even if the favorable votes are over the majority, we should check the dissenting votes and blank ballot.” Kim Jung-do, the Chairperson of the GSC accepted this opinion and did the vote once again. As such, there was quite a trial and error during the vote. The second one, the approval of the head of GSC’s department went on with no objection. 52 representatives voted yes out of 52 attendants.
As the time passed, the attendees left the meeting and the number of them lacked the quorum. Eventually, the discussion to reform of the TF team for president election has failed. Kim Jung-do commented “We all have the responsibility to the direct election system of president.” and finally declared the meeting closed at 9:40 P.M.
