   On November 15th, for the upcoming election of 2018, the joint opening hearing of the candidates of the General Student Council (GSC) and the General Coed Student Council (GCSC) was held. They Were single candidates each: the candidate of GSC “Turning Point” (Kim Jung-do, Song Su-hun) and the GCSC “Moving” (Yun Won-jeong, Kang Hyeon-ju). They took turns to answer for the pre-questionaries and questions raised by Donggukians. 

   The discussion started by commenting on the each former GSC and GCSC and the possible improvement plan of this year’s outcome. The candidate of the GSC “Turning Point” Song Su-hun argued, “'HIFIVE' did well in the aspect of student welfare and that we need to inherit that part, however, in the aspect of the problem of President Han Tae-sik (Bogwang), they did not make progressive results. We feel the lack of effort of 'HIFIVE’ in that part.” Meanwhile, the candidate of the GCSC “Moving” suggested their evaluation of the current GCSC said, “ ‘Dongteum’ has made a great significance on breaking the three-year blank and establishing, again, the GCSC. In spite of this positive outcome, in the business of Self-Defense Training, we were sorry for the insufficient participation of Donggukians and thought that we must supplement those drawbacks to facilitate such participation.” 

   After discussing on the consequences of the last year pledges, the candidates continued discussing on their promises of student welfare policies. Specifically, how to stimulate students' participation on paying student union fee. Kim Jung-do from “Turning Point” said that paying the fee is the matter of student themselves and that the students have rights to decide either paying the fee or not. Furthermore, he also suggested that the fundamental solution is that the GSC must gain trust among the student society. On the perspective of Yun Won-jeong from “Moving” mentioned that the feeling of belonging must be prevailed among the student society and that the GSC and the GCSC must first show clarity of the use of student union fee and make confidence between students and the student councils.

   In addition, the candidates also discussed on the matter of student welfare business in the central unit student council level. Considering the fact that there are welfare businesses operating by the college unit such as recharging smartphone batteries, renting umbrellas to students, and providing printing for Donggukians in each student hall. For this debate, the GCSC candidate “Moving” said, “We are planning to operate counseling center for the students who have been or is going through sexual abuse and also furnishing the sanitary pads and menstrual pills for the female students. By that, we expect majority of students visiting our student hall and become familiar to the GCSC. The candidate of the GSC Kim Jung-do said, “We are going to provide spaces for the students in general in one part of the GSC’s hall. By transforming the structure, we will guarantee those spaces and will try to actively communicate as possible as we can with Donggukinans.”

   Finally, “Turning Point” party and “Moving” party discussed about the government policies which are “University Structural Reform Evaluation,” “The Network of National Universities,” “Public Management of Private Universities” and “Abolition of Admission Fee” policy. For the “University Structural Reform Evaluation” policy, the government announced that the index of evaluation will be changed. Furthermore, in order to strengthen the publicness of the universities, the government used the network of the national universities and the public management of private universities. In short, the network of national universities is to support the national universities in order to develop the level of them. For the matter of the abolishing admission fee, both parties announced that it is important to alleviate the admission fee.

   Kim Jung-do from the “Turning Point” party said, “The GSC should be active in University Structural Reform Evaluation policy and the fact that the policy has been changed from cancellation to alteration leaves much to be desired.” However, he showed its positive status since it seems that this policy is determined by each university according to its situation. Concerning the “Improvement of the university” policy, “Turning Point” party said that it is not entirely positive policy and also emphasized that the GSC would collect and share the students' opinions and thoughts as a community.

   For the Restructuring University policy, “Moving” party said that there can be a problem if the policy is processed without any alteration. No matter what, the university should take responsibility for the students. Moreover, the candidate of the “Moving” party has positive stance on the Improvement of the University Policy by implementing “The Network of National Universities”, “Public Management of Private Universities.” However, Yun Won-jeong said, “the prospect is not that bright,” on this policy.

   The next open hearing of the GSC and the GCSC will take place on November 16th at Sang Young Hall of the Bio-medical Campus. In the hearing, two issues will be discussed: how to solve the problems of the BMC and the realistic possibilities of each pledges.
