Most Donggukians do not see the importance of introducing a Law School system. Advanced countries, however, have operated a Law School system. The United States of America started a Law School system a long time ago and the system works well. Japan, frequently being compared with Korea's legal world system, introduced the Law School system a year ago.
In Korea, the introduction of the Law School system is at hand.
This is because President Roh announced the need for introducing it. Nowadays, introducing the system became a hot potato. It is under discussion very actively at many conferences. As a result of the discussions, many concrete plans are coming to light one by one.
The Law School system's aim is to change the present National Bar Examination and to cultivate practically-educated judical officers.
When the system starts, non-law college-related students can get the chance to be judical officers through studying at Law School. Law School exists for the purpose of cultivating people who have practical knowledge and various experience.
Nowadays, most of the members of the Korean legal system are graduates of several elite universities, but by introducing a Law School this problem can be corrected.
If Dongguk University (DU) introduces a Law School, DU could move up into the elite university group in Korea. Through this system, DU will be produced many more judical officers than it does now. Also, it will help Donggukians' social status and benefit DU's financial situation.
DU, however, didn't prepare any plan. Why aren't we prepared; and what do we need to do?
<Affect of Introducing Law School>
Interview with Prof. Sohn Sung (The head of Law college at DU)
"If we open a Law School, students will hear more practical lectures than now. And the Law School graduates from diverse colleges would make better decisions on cases. Moreover, the professor-student ratio change will have good effects on studying."
But the School Authority (SA) has not shown any interest in a Law School. Only the General Student Council (GSC) researched student opinion and suggested several solutions to the SA. But they weren't accepted.
The followings are the Law College's demands.
<The Law College's Demands to the School>
1. More space
2. Approximately 10 new professors need to be added. <For a Law School, the professor-student ratio should be 1:7>
3. To introduce a Law School, the SA should increase the capacity of the Law College to approximately 200 students in every grade. DU, however, has done none of this.
Let's examine what are other universities are doing to introduce their Law Schools.
◆They enlarged the student capacity from 120 to 200.
◆As a part of four-year plan, they already appointed 10 new professors and additional professors will be added by 2007.
◆They will construct a new separated building by 2006.
◆They unified the Seoul campus Law Department with the regional campus Law Department.
◆They are planing to do financial support of approximately 100 billion won.
◆ They appointed many new professors and now have a Law faculty of 25 professors.
<Real Brick Wall>
"The main problem of DU is the SA's uncertain attitude. This matter can't be solved by our department's efforts.
To solve this situation, the SA should be deeply concerned with that problem and play the main role in introducing the Law School. I wish the SA would show a strong will. Not only the SA but also students should persevere in their efforts," said Cho Chin-woo, the chairperson of College of Law.
We really need a Law School.
- Organize the committee -
To introduce a Law School systematically, we should organize a committee consisting of students, professors, and related officers.
-More space is needed-
According to accepted standards, the Law School needs a separated building. Other universities are constructing or have constructed a building. DU can't construct a separated building due to lack of space. The Law College, therefore, should get the maximum space when the old Library's building re-opens. And Pildong Hospital space also should be utilized for the Law School.
- More professors to be needed-
According to proper standards, the Dept. of Law is understaffed. Therefore, we need 10 new professors. And some professors are scheduled to resign soon. But the SA didn't announce any plan about selecting additional professors. It is very serious problem but the SA has little understanding of the present situation. The SA should know this fact. All Donggukians need to realize the importance of the matter and must work together to introduce the Law School.
