School is not a safe place from COVID-19. Dongguk University also had several confirmed cases of COVID-19, and some buildings have been closed. In this situation, the club union introduced the “Free Entrance Preventive Measures Violation Report System in Student Union” for the safety of students. This is a report system introduced to encourage compliance with safety rules by paying a reward when witnessing a situation related to violations of preventive measures in the Student Union. The method of report is to fill out personal information into the Google Form address, and then write about the witnessed violation with photo or video files. After that, the deliberation committee will investigate background check and the reasons for violation, and pay a reward. If a valid reason is confirmed during the investigation, the report application can be canceled. The reward is 100,000 won, and the club that has been confirmed to violate the preventive measures will be banned to use the club room for two months and fined 100,000 won. Violations that can be reported include taking off the mask in the club room, drinking in Student Union, making a noise in Student Union (such as shouting) and break restrictions on gathering of more than four people. There are arguments among students regarding this report system. The opposite opinion is that it leads students to distrust, monitor, and doubt each other. In addition, there are voices that attaching photos and videos is risky, as there are concerns about infringement of the right of portrait and leakage of personal information. However, the positive opinion is that it is better to work safely while complying preventive measures through the reporting system, rather than closing the building due to the occurrence of a confirmed COVID-19.
Kim, a junior of Dongguk University, said, “I fully understand the reason and the purpose of introducing this system. It is very important to observe the preventive measures in the building in the current situation where the COVID-19 continues to become more serious. However, what students are concerned is the loss of trust among the club members and anxiety that their personal information may not be protected due to the reporting system. I think that if the club union suggests an improvement plan on how to supplement this matters, the students’ worries can be reduced.”
