Due to the outbreak of the COVID-19, most of face-to-face lectures became impossible. Therefore, students of Dongguk University cannot access to facilities in school nor receive welfare benefits. Usually, tuition fees and student membership fees are the main financial resources that sustain the facilities of school and provide convenience to students’ school life. However, the unexpected problem prohibited students from enjoying the rights incurred by paying fees. Now, there are many voices demanding the return of tuition and student membership fees.
First of all, the tuition fee is a problem that needs to be resolved since it is not just a payment on lectures but also a right to use facilities provided for students’ welfare such as using library, the counseling center, and so on. Moreover, due to the social distancing, students are experiencing inconveniences of cyber lecture and not being satisfied by online services the school is providing.
Yet, Dongguk University has not implemented the refund of tuition fees that students are demanding to the school as they cannot use school facilities and experience inconvience caused by cyber lectures. However, according to the school, as the COVID-19 is still severe, the school is also suffering from a decline in financial income including a decrease in international students and facility rent. In addition, extra expenses have been incurred to establish quarantine facilities and online lecture infrastructures.
Meanwhile, to help students suffering financial problems due to the COVID-19, our school posted a notice of “COVID-19 Scholarship.” It is a scholarship that students can receive 10 percent of the tuition fees if their parents involuntarily lost their jobs or closed their businesses.
As the refund of tuition fee is an important issue of universities on a nationwide scale, there was a movement to demand a return of tuition. Some general student councils united and received applications from students who want to join the suing for the return of tuition fees. Some Donggukians also uploaded a post regarding this on Everytime, school’s community, suggesting that we also should participate in this movement and it received sympathy from other students.
Student union fee is another problem that needs a resolution. Student membership fees paid by students are funds given to the General Student Council (GSC) so that they can improve the entire students’ welfare and school life. Hosting a festival each semester and holding a snack event during the examination period are some of the main events that the GSC uses the funds. Unfortunately, however, the spring festival and snack events during examination period planned for the first semester could not be held since our school is utilizing non-contact lectures. That is, students paid the student membership fees for this semester but cannot receive any advantages such as the school festival and students’ welfare benefits. The students who paid membership fees for their department and college are also not getting benefits as before.
Jung Da-woon, the Sophomore of the Department of Advertising and Public relations, said, “I know that the outbreak of COVID-19 was unexpected and that refunding tuitions and student membership fees is not easy to implement. Still, however, I want to get a refund of fees I paid for our school as I am not receiving any students’ welfare benenfits.”
